Citadel Subareas are hard, and it's even harder if you include the Areas that are technically part of the Citadel too like The Slab and The Underworks.

I like the aesthetic of Choral Chambers a lot, but I think I might still prefer High Halls over it. Whiteward is really cool, wish it was larger. Memorium is cool too, though it comes in at second to last, with Whispering Vaults in last due to just not being all that interesting of an area. Cogwork Core is the best of the Citadel subareas though.

As far as areas as a whole, the Citadel beats out the Slab, Ducts, and Underworks, w/ Underworks, then Slab, then Ducts coming after it
