my best guess is the steam server is rate limited, that means it will release sales in batches for people

i got it extremely quickly (<5 tries) but I had a day 1 wishlist and pre loaded before steam servers were hammered, so i anticipate that ties in, unsure, pure conjecture

it's probably also regional, i am in australia and it came through easier, as such you may have luck with a vpn, especially to a country where it's currently midnight or like here, 2am
