I think even back then 2019 or even 2020 was always an unreasonable expectation, especially since Godmaster just wrapped in 2018. They're a tiny team and couldn't have been working on the game that long by the time the 2019 announcement dropped. A year between the last update and releasing a new game would be insane. The amount of work that goes into art alone for a game like this is absurd.
