Well we have word from playtesters and also just knowledge based on the circumstances of HK’s development compared to SS.
HK was rushed and had limited funding, TC had a lot of regrets in making it (that were out of their control) as a ton of their ideas went unused. The reason why it even had free updates was because it released when they had no money
