Because Prime 4 and ZA can be there on the 2nd since there might be Switch 2 editions of them with better framerate and stuff. As for SS it could be there since Nintendo knows that 3rd party games will be a huge thing for them as it was back for the switch 1 so they might start marketing em now. Plus since SS is already being developed for Switch 1 and Switch 2 is backwards compatible then TC doesn't need a devkit.
