As a hollow knight enviroment enthusiast
The coral forest will probaly have some higher being behind it. Considering every other area that isnt stone, crystal or bone in hollow knight was caused by a higher being or strong being = unn, queen vespa, shadelord, monomon. My theory is some higher being/strong being made the coral forest ( maybe something steelsoul related )
