A 15 minute build endermen farm gets you to 30 levels from 0 in less than a minute

since when? I max out the bookshelves and end up with level 3 to 4 gear at best. and they don't really ever give you every single enchant
so combining gear would always be necessary with that method

unless you're enchanting the books first which is still inefficient for the same reasons

Then you just make a quick enchant setup with max books, grab an anvil and some lapis and you can get whatever enchants you want
