simplicity doesnt mean no complexity though, they meant it more on the case of how regular enemies were pretty boring to fight against, and that by end game HK theyve kinda hit the upper ceiling when it comes to late game bosses

like the gameplay is simple sure, but the complexity comes from the enemy attacks designed around your moveset

for the case of HK, it had good bosses, for the case of REGULAR enemies, they were braindead simple

(i like how mechanically different they are, cats own most of the territory and is basically specialized in keep a stable economy but is spread out, mouse are essentially guerilla fighters that needs to connect with other cells to get victory points, birds starts stacked on one tile as the invading main force and must keep their bickering invasion council under control, and the vagabond well shits on all of them depending on the player's mood)
