Dragapult is based on a Diplocaulus, and extinct amphibian from the Carboniferous period (hence the Ghost/Dragon typing), and the B-2 Spirit stealth bomber (Ghost because stealth, and "Spirit" bomber). Both are reasons why it's got the boomerang head, and Dragapult floats the way it does because that's how amphibians tend to float in water.
