In every Pokemon game, the "league challenge" goes like this

Beat 8 gym leaders and get their badges -> go to Victory Road and reach the Pokemon League -> battle the Elite Four and the champion

Before each Victory Road there's a badge check to make sure you got past all the gym leaders

Usually it's just an NPC or something small
