idk as in general, but in Unity with the class Random, normally it uses the PC internal clock to generate random values (or at least, impossible to guess since it updates every milliseconds or so)
so basically the SetSeed() just stick to a specific value to manage the randomness instead of being changed constantly

it's quite easy to use tbh

like with the seed "1234" then ask to generate a random number between 1 and 10, it'll output, let's say, 7. If you redo it with the same seed it'll always output 7 again no matter what

for us it's basically that with a much larger scope
