In order for programs that install things to work (steam, Scarab, etc), they need space to work with.
If your hard drive is full (or even at the point where Windows puts a red warning on it, which is at a certain percentage of full iirc), then you'll start having programs not work.

Clear up space (uninstall games you don't play, move media onto backup drives or w/e), then try again later.

Also you can use something like CCleaner to clear out files that you can't easily otherwise remove (like old temp files, and no-longer-functioning registry files). Depending on how you use your computer, that can free up a lot of space.
