Not really. ||Shaman and strength are both a pretty much 50% flat increase (let's ignore the 33% shade soul ) , while quick slash is 32% damage and soul increase, which doesn't really translate exactly as 64% damage. (Turnarounds don't count rn)
They are in the same tier as the 3 best charms in the game because they increase your damage output by over 1.5x without any drawback. Also, in some scenarios it requires a lot of skill to use quickslash to the fullest, strength is more laid back in this regard too||
