I think I'll do a more in depth explanation. This is all assuming skilled play of course, since you need skill lot use the charms at their best potential, the entire point of the chart. There are 3 reasons you'd use fury.
A) you're speedrunning in which case you'll also bring flukenest. In P5 you have lifeblood to not worry about dying, you need to get the best damage, and in this case fury changes nothing, flukenest does since multihits are hard af.
B) you're doing ascended Overcharmed. This is mostly for modded bosses and in which case it's just a stepping stone into radiant, and Asc OC can be often made quite easy thanks to fury, it just works as another strength essentially since you're doing a 1 hit clear anyways.
C) you're doing fury hitless, which is an easier version of a pure hitless, and I don't think I have to say much

Flukenest on the other hand, needs specific setups for most bosses, needs very active and fast decision making to know when and when not to cast, how not to get hit, you need to increase your aggression to actually land, and if you do it wrong you can be hurt just like fury
