The unbreakables were considered a bit seperately in this regard
Because other charms don't really have multiple (equally functional) states in the same way they do

Fragiles are obv way better in steel soul, but they also don't break in dreams
Heart in particular is crazy good as fragile, unbreakable greed is never ever worth it aside from completionism imo
Unbreakable strength is rated above fragile because it's nice to just have at all times, shamans is below unbreakable because the effect of strength outweighs shamans in raw stats endgame, but above fragile strength because there's no risk of losing it

Actually if you look at the tiers you used for the tier list everything is rated by it's use in combat, hence why exploration charms are at the bottom, so including how to obtain a charm in the rating of how good a charm is in combat is redundant and misleading

Fragile/unbreakables were made an exception because they have 2 equally functional states
With other charms your choices are use the charm, or don't get it and don't use it

With unbreakables, you can choose whether or not to burn thousands of geo when the effect of the charm remains unchanged

Dwielder is too situational imo, the main cases where you dreamnail lead it to be excessive as well. Like o&m you can get 166 soul base, fc and false knight you can get inf ykwim

On tmg you get a lil extra, on wk a lik extra, and uumuu on hog its nice
