Theoried are that grubs are conected to soul-ish abilities (reason will be explained), thus leading the collector to hunt them and keep thame "safe" until they can use(?) The grubs' powers for themsevles

Why grubs are special? Soul.

In the charm grubberflie's Elegy, there is a crystal-ish stonelike elemant on th charm's design.

It looks much like the stone used in the charm spell twister, or the stone thats built in to the forhead of the people in soulsanctum

So, basicly answer: Collector was obssesed with keeping everyone "safe", thus it leaded for them to keep grubbues in jars- and spread the girls all around hallownest
