Is this a bug?spores on open water after ice disappears

Spores got there by a poisoned unit dying. Is There was once ice there but now the spores are on an ocean tile. Is this supposed to happen?

I'm not 100% if this was intended by the devs, but this comes from many past versions ago where spores created on ice remain after it breaks, so i wouldn't call it a bug but a feature at this point

Yes this has been around for a long time

Its almost guranteed this isnt intended but just works this way and noone thought and cared about the niche scenario.
