No this is just the fact the neutral roads can connect to enemy and ally roads

If you were to border growth in either nonoko or okiko the connection would be destroyed.

Well roads changed a while back, I don't remember when, but at one point they actually connected to each other in enemy borders. It was probably changed during diplomacy.
