I really like the lvl 0 starting fungi for balancing around other population producing options, but it does really cripple Cymanti's start. 7 stars would allow a Wa and a fungi to start, keeping Cym early game in line with other tribes (but still preventing really early Centipedes)

Honestly seeing just how weak cymanti really is now (I can say with absolute confidence they're bottom 1 by a mile), they could really use this

a cap ws is delayed by 1 turn by the fungi nerf, so a 2* increase to starting stars (if you were going to get cap ws anyway) compensates, and allows for a t0 warrior too

just seems petty to justify nerfing a tribe to the ground because "they've been good for too long"

I also keep thinking about some way to make fungi better in the midgame. It is very expensive to have to spend 5 stars for a city upgrade that won't have effect until a few turns down the line. Maybe something like recycling making your fungi start with 1 instead? Or letting them grow 2 levels per turn? But I also don't want to make recycling an instant buy right at the start of any cymanti match.

So maybe letting recycling unlock an ability where you speed up fungi development? Allowing you to spend 1 star for 1 pop. That would mean you could get a full fungus for 8 stars, or just wait your 3 turns for the 5 pop. Definitely worth it but not necessarily before you capture c2

8 for 3 pop does sound very good though... Maybe make it a once per turn purchase. So turn 1 you spend a star to get 1 pop, and turn 2 you spend a star yo go up to 3

On the note of the original post, even 6 star Cymanti already hits some nice threshold where it can make the second fungi a turn sooner

And with how slow spores are nowadays, I don't even know if it would be that broken. Tons of centipedes in the long run though
