So when I load a game then turn my wifi off I am able to move a troop to discover tiles and then essential undo the move bc no wifi but I still saw what was on that tile without actually moving a troop there and am able to view a lot more tiles then I should be allowed to see this way.

Known issue. You can't do more than one or maybe two moves this way, so it's not a huge deal unless you're either super competitive or super lucky.
