A road going through neutral territory isn't owned by anyone irrespective of who constructed it, it can be used by all units and connects with all roads of all players.
If you have a neutral road tile between your road and their road, it will connect your roads with theirs. You can now connect your cities through their roads. There is no benefit to movement.
Note however that you will lose connectivity if they OR you gain control of that neutral road tile by border growth or village claim

you don't get pop for the other player's cities, and obviously the opponent can use your roads to connect their cities too.
