I expanded the city on the right to connect my lvl 2 city on the left and upgrade it. As the result, the land between the cities got flooded, but it didn't work.

To drag this back to the actual bug, @blazing lily, do the tiles that the path is marked through say "flooded" or "frozen" or neither when you click on them? And after playing more moves, did the city update to saying it is connected?

These tiles got "flooded" (they were named so, too) after city expansion like other Aquarion regular ones. I had to build another atoll that turn next to the lvl 2 city, so this time cities reacted properly.
