I am Imperius and i just captured my friend's last city which means I should win. However, it says I lost and my Elo decreased (I checked)
Is this a glitch? Does it have something to do with my friend destroying all his buildings or offering me peace before I captured his city?

It was me, my friend, and 14 bots
The guy who responded seemed to figure out the glitch
He said even though I beat my friend, since there was a bot that had more cities, I didn’t win so my friend was given the win even though I captured all his cities

Yeah. I don't know why your friend won, but you lost because you didn't have the most capitals.

ELO isn't a very big concern for the devs. They built it somewhat sloppily, and since it was put into production they've had better things to work on than a barely-used system for multiplayer ratings.
