Seeing as the bomber discussions are still ongoing, I'll add my two cents.

3 range feels like too much, 2 is probably too little, and splash is thematic. So what can change?

I propose a 2 range bomber that can target empty tiles. That way it can still reach targets that are 3 tiles away by attacking an empty spot at 2 tiles away and hitting them with splash damage. It is still a threat at that range, but more manageable. And if the enemy comes closer, then they will actually face the full brunt of a direct hit.
