With juggernaut being what they are instead of GBS, I suspect there's gonna be more cities where making a giant doesn't really make sense (but +2 spt for, say, 12 stars, would), in big games. Even more so in Glory of course. And Glory is cool.
Markets being weaker than customs houses might also come into play here.
