You only 'meet' a tribe if they have a unit in your vision at the start of your turn
Retreating back into the fog doesn't count as a meeting
Wouldn't attacking someone count as a meeting? Compare to reality, I would say yes much more than no. This should likewise be the behaviour in the game.
Practically, I have already comprehended his identity. I saw he was yellow, which tribe he is in, all with my human eyes irl. If I have such a comprehension of the enemy, then the game should deliver a bonus as we've been sufficiently introduced.

I believe in large matches with many enemies you can discover people who aren't visible at your turn. For example when a new enemy appears, then is killed by the next player, then by the time it's your turn, you'll get the bonus despite him being nowhere to be found. This behaviour is inconsistent with the rider attacking me.
Also of course, games like this are reasonably modeled after reality. If I know from the attack he's a yellow Oumaji, then that tells me a lot as a player. What more could I know, that meeting again later would add?
