I'm sorry, I didn't watch the replay, I mostly use Discord on my computer and Polytopia on my phone.
@static creek Can you take a look at this? It's weird that it was mentioned two years apart and no one noticed it in-between.

I have another occurrence and I think I might know a root cause.

I think this is issue with server side validation of the upgrade command. The only thing server enforces is that you are taking level up reward, but it totally trusts client data with regards to the type of reward as well as the city it is taken from.
I have two phones with the same polytopia account. Occasionally my son is watching my live games via my second phone.
It usually plays nice. The only caveat is - when city lvl up reward is choosen on one phone - it doesn't disappear on the other. Normally you can press any button after that and server will just say error and move on and everything is ok.
In this case I think following happened:
- I placed outpost which upgraded 2 cities.
- I chose lvl up reward for capital as gaami.
- Next I need to choose reward for lvl 2 upgrade, but before I can do it - my kid on the second phone choose gaami as a reward to get rid of the pop up.
- I picked workshop as a reward for second city lvl up
Since I needed to pick 2 upgrades in a row on the server side:
- First gaami was honored.
- Second request for gaami was honored cause it is time to upgrade ( target city and reward type were not verified)
- Request for workshop was rejected.
As a result I got 2 gaamies and no workshop.

Ok. I just confirmed that what I described above is indeed what was happening. While testing we were able to do a double border growth in a single city
cool, I want to test that on 3 devices and see if I can border growth and own a lot of villages, then take a village with no borders to see what would happen.
Double border growth will let you take over villages
I think in one version of the game - villages were spawning too close and can be taken with BG. Don't remember what happened then. I think they were 1 tile cities?
Unfortunately, this bug is decidedly exploitable.

@iron steeple So this is a problem. mrgr6808 has found an easily repeatable way to take inappropriate city rewards, notably including extra Super Units, and hilariously including extra Border Growths.
I like the use of adverbs in that last sentence.

You technically just misplacing upgrades and not getting extras. So double WS would be at a cost of 5stars lvl3 upgrade. I think with WS - you can essentially stick some of WS on capital so it is harder to siege and deny income. But yeah - you can game the system by misplacing upgrades for sure
