What are the daggers exactly?

Not a bug or main issue, just a geniune question revolving around the background of the Dagger units.

Are they rebel citizens of the city that riot in favor of the tribe that the cloak was apart of, or are they like spies that got into the city and caused anarchy and got the citizens pissed?

I know that in the one imperius tribe month the cloaks were going against their own to push propaganda against the one imperius leader for political gain, but does that mean that the daggers are just rioters in general and the cloaks organize it?

Need this info for a drawing so theres a reason for me asking this lol

the daggers are probably just random people that the cloaks rile up, my evidence is them being called pirates when they're on water, if they were paramilitary soldiers of a certain tribe they would be called privateers instead
