I don't think moonis freeze tribe territory, but I could totally be wrong if that's what you're showing
It converted the water and the land
It doesn’t normally do that because when the Polaris claims a city, it auto converts
It’s not just tribe territory though
when polaris claims a city, it converts the land yes
but moonis just freeze the water when they're your tribe in your city
you can't turn your own city's land into polaris land
It turns the land into the land for your tribe
Is that intentional? As that is not “freezing” the land
when you're polaris, the goal is to convert everybody's tribe's land into polaris
when you reclaim it/claim land on frozen land, it turns into your tribe's land, even if it was frozen
My main question is, when a mooni freezes land, does the land become snowy land, or land based on your tribe?
It doesn’t, if it’s not a Polaris mooni

That’s why I asked, as it doesn’t make sense for land to become marshy from a freeze ability
I think it could be more of a "convert land" ability, and because it's mostly used by polaris, it freezes?
of course, it definitely could just be a bug

@worldly iron I just tried it in an infinite game, and my mooni also froze the frozen ground to match the tribe's land
