Hm. This one's a puzzler. There's a small mod footprint, not much to go wrong...
The only two I don't use myself are True Tiles and Any Ice Liquefier. True Tiles I'm certain has been fixed. Which leaves Any Ice Liquefier, but I confess I'm not sure how it would lead to the error you're getting.

The error may imply Traffic Overlay as the cause, but I'm running that right now. Can you force an update on that one?

Mod updater is missing, so it might very well be an improperly updated mod

I disabled the Traffic Overlay mod & it allowed me to play my old world.
The True Tiles & Ice Liquefier are enabled.

"reinstall" is meaningless if you dont use mod updater for that
The workshop integration is buggy af
It is known to not getting updates, serving old versions, faking a successful update and even downgrading mods randomly
