Was sold along with other old dlc cars like the bone shaker, other hot wheels cars, etc, back when you had to use real money to buy them (instead of now currently how you can just use credits to get them when they come to item shop)
Sadly can't get it anymore and I doubt you'll be able to get it as the ice charger was used to promote a specific fast and furious movie (what movie? I wouldn't know-)

I use black pixel fire and black lightspeed the black pixel fire is basically just pixelated black standard so it’s all black and white except I use the non-painted tunicas cause they my fav wheels painted or not but it’s all black and white then the tunicas just gold

You can do two different things: you can either post it to a social media platform (like Facebook, Twitter) and download it from there (if you select the option to post from your images)
Or
You can get a qr code when you select Send To Smartphone and follow the steps from there
Which you can do for both images and videos
