Any decal mainly formed by straight lines, use standard paint finish or toon standard in a cyan/white combination, then use white boosts, or Ice Shards or Snow as boost, any white or cyan trails should work. Then you may use the icy black market goal explosion in normal, cyan or white colours... Or alternatively, cyan or white Rad Rock.

This should make any car look icy.
