Could be that they played 40 more games after yours, seems unlikely though in that time. Not sure why you wouldn't qualify for a rating refund.

sometimes can be ban by rating manipulation

Also I suddenly lost a 100 points after maintaining 2200+ in blitz for a few years even though I play statistically better. I just don't get refunds when losing to ppl who get banned and my opponents who r like 2100 elo all have over 50% win rate and 2300+ peak ratings. They also move instantly always despite being much lower rated at bullet. How is this fair? Should I just end it?
