My guess is that probably the best move for white is Rc7+ and then b6(pushing the b pawn) immediately afterwards, and for black, I think he should use his rook to prevent a mate(or even just a normal check) from white's b8=Q move, and probably putting his rook behind the b pawn is the best and then pushing his h pawn, I think this might be the best play for both of them
