#Tolly's event bugged and not allowing to pass

According to the wiki:

Probably needs to have very few red pixels..
No, while the above is true you can clear the event minigame with more red pixels than that. So that means high scores might not properly work 
this is probably the classic problem of not cleaning all of the outside edge
er I mean, you can score really really poorly for this event and still get a win
hmm apparently not.
looks like a well played game. but resulted in a fail.
i wonder if this result is something to do with either rank of "Tailoring" or rank of "Production Mastery"
since the character shown is a bronze rank in close combat.

Does it occur if you let the timer expire or switch to the smallest brush before clicking complete?
I think tailoring defaults to rF or novice for the event, so its likely not that, at least the needle of the event is way too big even when my character has dan 3 tailor, these images are a bit zoomed of me tailoring in the event vs anything else outside it.
Granted this is the sewing step but if it already does that for it it would be odd it wouldnt for previous steps

Yep letting time expire or clicking complete early results in this. Have tried various attempts
When trying on a different character, this attempt allowed success, which is clearly a lot worse than the example I've shown you above
Similarly, I have also tested the minigame on an alt with both rank F tailoring and production mastery and even with an attempt very similar to above, that was able to pass the minigame without issue
This is a weird suggestion, but on the character you're having an issue with, try to change your screen resolution in options around, maybe try in windowed/borderless/fullscreen (whichever you're not on right now) too.
I have a weird feeling there's some weird technical desync. I don't even know if that's technically possible, but it's the only thing I can think of.
Options and UI elements are usually saved somewhat locally, per character, so its possible something has gone wrong with your characters UI and your local options are desynced from what the server is interpreting, causing your minigame to desync as well.
I clearly have no idea what I'm talking about, because I don't understand how these things work... but I mean it's worth a shot.
