So, I'm running
-Life Exploration Taming Cane
-Shrimp Taming Bait
-Master of Animal Taming Title
-Kadomon/Re:Zero 2nd Title
And having some issues with some of the remaining times (Lich, Giant Headless); my understanding is that the only real way to improve my chances is with more expensive/rare titles and bait? I know people used to talk about Combat Power years ago, but is that still a factor?

lol, FWIW every single creature in G1 and G3 final that I needed tamed within 5; evidently a great spot for the Headless. Burned through ~300 Bait on the other locs (Coill Normal, Saga).

I remember the regular Lich being fairly difficult to tame in the current game. There was a version with lower cp in a Saga mission that could be tamed.

yeah, Letter from Akule has both a Demonic Lich, and Lesser Demonic Lichs; they don't say that they're unable to be tamed... but they sure take a lot of bait, if so.

saga mission is where I tamed my lich, it's a 5-star as well
you honestly have enough buffs to tame everything, the rest is RNG
I cleared my journal out with Life Cane, Shrimp Bait, and a level 20 Echo for taming
no master or 2nd title
sometimes it really does just take like 500 bait 
your titles are good enough to not need upgrading
