This would probably be just a second type of self contained A/C, but:

A/C mk2 has a fluid canister port instead of a waste pipe. Holds up to 300 mols.
Synthesize refrigerant in a furnace, where, starting with X (flourine, presumably for this case), adding coal and/or volitiles can create different classes of refrigerant.

(Arbitrary classes and ratios as example)
Class 1: 1:2:0 ;; CO2:X:VOL // most effective when incoming temp range is 0-100C // condensation at 25C.

Class 2: 2:1:1 // 100-200 // condenses at 125C

Class 3: 0:3:2 // 200-300 // 225C

Etc

Though mixed as gasses, would have to be conde nsed to a liquid before usable in A/C.

Any chemists are free to critique.

So...what we can already do with phase change devices or expansion/purge valves?

I mean, they act the same way as any other cooling method. You need some way to get rid of the heat, but your temp thresholds already describe already existing phase change gasses. NOS condenses at around 25/30 C, Pol at 155C.

Then NOS would be "class 1" and X would be "class 2", but we have no Class 2+n for higher temp range differentials.

We "need" it like we need plant genetics. It's not critical, but it would add a layer to chemistry to optimize cooling. And if they existed, you could include a kit in the hot planet starter drops, so you could achieve a small scale cooling operation sooner, without any of the current A/C magic.

Then later produce or purchase class 2+n refrigerants so you could efficiently cool larger areas/projects.

You can get a functioning ac without cheating on Vulcan pretty easy with the night air. Venus is harder, but doable chaining two or three ACs together.

The people who cheese with the actual AC atmospherics just don't want to fuss with phase change acs
