Every server has its rules, the breaking of which has its repercussions. A permanent ban is in fact permanent.
Concerning your argument about the cheaters - we have a policy for that, on which we act in accordance with the server rules. They do get banned, and in some cases they do get unbanned.
I think the point you were trying to make, correct me if I'm wrong, is not about the rules as they are, but the rules that should be. In which case, I can recommend to put your feedback here #feedback-suggestions

Everyone can appeal, you as well (which you did). In cases with cheating, it can be ambiguous or false, in which case the ban will be re-reviewed and possibly lifted. In your case, it is pretty straightforward, you did advertise other servers, which is indeed forbidden. Whether it should be permanent or not - not for me to say, but as I mentioned, you can bring it up in #feedback-suggestions , I do also think that it's too severe of a punishment for such a violation, can totally sympathize with this perspective

On the servers Camomo admins for, they integrated their system with the F7 reports, so that their player reports come through F7
But for reasons such as players spamming F7 for every possible suspicion, Rustoria uses a more designated report system

Wasn't saying that at all, I was saying you should have let our admins know as well, by making a ticket. Then, possibly, you wouldn't have been banned

You did good by F7 reporting, it's just that from our side it's not visible, so you have to be tempbanned for any advantage you might have got by playing with a cheater

Your appeal being denied just means you'll have to wait for the ban to expire
