This might be a map-file error, can you try going to your steam--steamapps--common--rust--maps folder, and deleting all the maps from there? Once you do, try connecting to the server that was giving you issues, and it should "download world" again, if all was done correctly

No, they fixed that a long time ago, loot sometimes does spawn when changing floors though, so maybe try going to the lowest/highest point, they usually have a window to check and see if loot respawned.

But no more free elite crates though, have to swipe the card, people used to also log out and log back into loot rooms for the crates to respawn, but I’m pretty sure you get killed upon trying that now

Last month added a change that is supposed to block spawns if someone is within 20m, read the changes if you want.
