I can't say for sure without seeing the layout of the base, but raided multi TC bases can be difficult to rebuild if parts of it have been raided, but those issues are a part of the game, and we don't / won't interfere in gameplay. Too close to another building would indicate that the foundations you're trying to place are misaligned or too close to other foundations, same thing for walls. As I said, without seeing the base, I couldn't say, but we won't be able to help you with destroying / rebuilding regardless of what the issue is unfortunately.
