I spent a good while spectating and I did not see anything out of the ordinary.
The player you reported is not brand new to the game, you can look at their profile and see more than 4k hours.
The bans you are referring to are not in Rust, else they would not be able to play.

A screenshot could be easily tampered with, therefore that alone would not be enough to ban someone.
