I have had this issue on another, unrelated server, however, I have never had it not let me direct connect with the IP settings.

It sounds like it is getting a ghost connection of Steam IDs, and preventing them from timing out.

IE: You connect, then disconnect once, but the server doesn't recognize a complete disconnection.

So the DDOS protection kicks in and prevents any renewals.

Always good to specify an individual you most suspect of cheating or whatever type of rulebreaking rather than reporting a whole clan for "hey, this whole clan is cheating"- you'll get a response as soon as possible on whatever it is

One thing you can try if nobody wants to speak up is have everybody attempt to join the server. If the ban reason is "Hacking" and not "Playing with hacker", then thats your guy
