That's not really up to us mods, but I can say that they have reasons for setting the server pop the way they do. I couldn't give you details, but I'd assume it's either bandwidth/hardware related.

If server slots is 300 it shuld be for players without VIP and VIPs have vip slots. So when ever someone with no VIP is in q and player from server slots leave he moves in q. Not liek who ever is in q have to wait on server overflow go down even server overflow is coming from VIPs
