You can always create a /ticket ingame regarding a cheater‘s teammates. Sometimes they aren’t in the same group/base but roam/raid together. Make an admin aware with such a ticket and attach any video evidence you have to the ticket by uploading it to YouTube or streamable and copy paste the links

If you have their names and proof of them playing with him I’d suggest to make a ticket ingame so an admin can have a look at it

A factor at example could be that the group he was playing with wasn’t aware of him being a cheater or was aware of it and still bagged him in...
