Ping can vary drastically and there are many factors. Not to mention, Rust as a whole is kind of going through a rough spell when it comes to server performance. At that point, it's more of a dev issue, and not so much an issue with individual servers. This is evident when you go to pretty much any other server, you will experience some sort of lag. Like I said though, there are many factors in play here, so it's hard to pinpoint 1 single thing.

With a speedtest, you are connecting a certain server that is usually hosted by your ISP. Not the Rustoria server. So the number you get in speedtest will be different than what you get for the rest of the internet. ISPs can only guarantee speeds on their own network. The second you leave it (which is pretty much everywhere), it's up to all the various servers you connect to that determine your final ping.
