His ban wasn't lifted, he just waited out the duration as you did with your previous ban. Repeated association with a cheater though cannot be seen as just an accident or just a coincidence anymore after several instances of it. At that point it is time to find new team mates and remove yourself from that group of people but that hasn't happened. I'm afraid we have to think of our players as well and consequences do come with repeatedly playing with cheaters.
