I don't think it's ever been pushed to 700 as a flat number, it's always pushed as far as it can be to match both the play style of the server and not impact performance, plus any VIPs that connect on top of that. I'm not directly involved with that side of it, so don't take my answer as fact, if it can be increased it definitely will be, but likely not much higher as it's a medium server.
