This is completely normal, pop is capped because the more bases and entities, the worse the performance. It's quite normal to see the pop being capped lower the further you go in wipe. EU East Long in particular has a long life in terms of how many players are on there in the late parts of wipe, which is why it can't sustain as high of a pop throughout the whole wipe.
