Im as confused as him with his ban. No background apps and such and we were just doing farming for our clan and raid. Until today he cant play with us cause of the ban until the 21st.

That sounds like a temp banned. No further steps are required. You and your friend need to wait to see if that temporary banned goes away or becomes permanent (this gets published on his Steam profile).
If it's permanent then he can no longer play Rust on that account. I recommend not playing with him as you will be associated as playing with a hacker/ban evader

No way for people to show us they are "legit", we always investigate reports that come in about players. If we determine they are hacking, we ban them. If you're not hacking, then nothing to worry about! 🙂
You can simply encourage that player to report you, and then they will receive a response from us once we have conducted an investigation.

Oh I do agree with you there, it's not an ideal response time but we have a lot of servers, with thousands of players and sometimes while it is really unfortunate it does take a bit longer to get through tickets sometimes but I still appreciate you sharing some of your feedback. I mean that when I run into this one guy's turrets, the server ms drop to 200 or more server-wide (not just in their section). It lasts for 30 minutes after I run into their defence or so, then sometimes go back, sometimes does not. Happens only when the owners of the base are online. Rebooting the game has no effect. Usually, my speed is constant at 8-10 ms connection latency and around 45-55ms server latency. I've never experienced it with turrets in other regions or bases.
