You can try using another Steam account. In the appeal interface, there is a "create a ticket not reporting a player in specific" option on the far right. Click on it and select the server you want to appeal to. Then click on the "Other" option and write in detail the account you want to appeal to, as well as the reason why you did not submit the ticket using the banned account. If your ban is incorrect, the administrator will review and reply. Based on the current ticket processing process, you need to provide the ticket to the administrator for review. I think this may not be the quickest way to solve the problem, but it is currently the only method I can think of using another account to submit tickets to your banned account.
